Etherstack to enable next-generation public safety communications with UK Home Office

11 November 2025

The UK Home Office has awarded a significant contract to Etherstack, advancing its efforts to upgrade public safety communications through the deployment of the next-generation 5G-based Emergency Services Network (ESN).

As part of this initiative, Etherstack will integrate its advanced 3GPP LMR-IWF (InterWorking Function) technology into the ESN, facilitating seamless communication between existing TETRA digital radio systems and the new LTE cellular network.

This interoperability solution allows public safety agencies, including police, fire, and ambulance services, to operate across both networks during the transition period, ensuring continuous and reliable communication for critical operations. The ESN is being delivered in partnership with IBM, which is providing user services, while BT/EE are responsible for mobile services.

Etherstack’s LMR-IWF switching platform is a software-based system deployed within the UK that acts as a bridge between traditional digital radio networks and the new LTE infrastructure. This hybrid operation supports a smooth migration toward the fully integrated ESN, safeguarding operational continuity for emergency responders.

Etherstack’s CEO, David Deacon, expressed pride in securing the contract, highlighting its importance for public safety and the officers who rely on these systems. He emphasised that the project showcases Etherstack’s capability to deliver complex, resilient solutions globally, with 24/7 support for critical communications.
