The Independent Networks Cooperative Association (INCA) has expressed strong support for a recent House of Lords report highlighting the importance of fast, reliable broadband in sustaining hybrid and remote working across the UK.
The report, titled “Is working from home working?”, emphasises that flexible work arrangements can boost employment opportunities, especially for parents, carers, and disabled individuals. However, it warns that inconsistent connectivity and unequal access risk marginalising many communities.
The report calls for sustained investment in digital infrastructure and improved coordination across government departments to ensure that broadband keeps pace with the evolving needs of the workforce. INCA, along with its Chief Executive Paddy Paddison, contributed evidence to the committee, emphasising the gaps in full-fibre broadband coverage, the need for a clear strategy to meet the Government’s 99% coverage target under Project Gigabit, and the vital role of independent network operators — Altnets — in bridging the digital divide.
Paddy Paddison highlighted the significance of reliable broadband infrastructure in enabling participation in work, education, and society at large. He welcomed the committee’s call for long-term investment and a concrete plan to deliver on the ambitious coverage goals. Paddison pointed out that over 100 Altnets now serve more than 16.4 million homes across the UK, attracting over £17 billion in private investment since 2020, with an average of over £1,000 invested per premises passed. This investment has significantly improved connectivity in urban and rural areas alike.
He stressed that this progress depends on maintaining fair competition and a supportive regulatory environment that allows independent networks to continue expanding. Paddison also noted that the digital divide influences opportunities as much as access, and that the UK’s goal of building a modern, flexible workforce hinges on getting digital infrastructure right.
The report underscores the critical role digital connectivity plays in supporting employment, reducing economic inactivity, and fostering inclusive growth, reinforcing the importance of ongoing investment and strategic planning to ensure broadband access for all communities.
